Andorra accedes to the 2019 Judgments Convention

On 13 May 2025, the Principality of Andorra deposited its instrument of accession to the Convention of 2 July 2019 on the Recognition and Enforcement of Foreign Judgments in Civil or Commercial Matters (2019 Judgments Convention).
With the accession of Andorra, 33 HCCH Members are either bound by the 2019 Judgments Convention or a Contracting Party for which the Convention has not entered into force yet (Albania, Andorra, Montenegro, and the United Kingdom). The 2019 Judgments Convention will enter into force for Andorra on 1 June 2026. More information on this Convention is available on the Judgments Section of the HCCH website.
At the ceremony, held at the Ministry of Foreign Affairs of the Netherlands, depositary of the HCCH Conventions, Andorra was represented by H.E. Mr Vicenç Mateu Zamora, Ambassador of the Principality of Andorra in Brussels, and Mr Guillem Zapatero Claria, Third Secretary at the Embassy of Andorra in Brussels. The depositary was represented by Mr Rieks Boekholt, Acting Head of the Treaties Division, Ms Margot Huizing, Legal Officer at the Treaties Division, and Ms Merbel Slothouwer, Intern at the Western Europe Division, while the Permanent Bureau of the HCCH was represented by Ms Melissa Ford, Secretary (Diplomat Lawyer) and Head of the Transnational Litigation and Apostille Division.
Andorra has been a Member of the HCCH since 2015 and is now a Contracting Party to seven HCCH Conventions.
