14th International Forum on the electronic Apostille Programme (e-APP)

On 12 and 13 May 2026, the 14th International Forum on the electronic Apostille Programme (e-APP) took place in Marrakech, Morocco. Marking the 20th anniversary of the e-APP, the Forum was also the first edition ever held in Africa. It was organised by the HCCH Regional Office for Africa, with the support of the Ministry of Justice of Morocco.

Held in a hybrid format, the Forum brought together over 320 participants from around the world, representing 55 Contracting Parties and two non-Contracting Parties to the Apostille Convention, as well as experts from the public and private sectors.

Across six sessions, experts from 13 Contracting Parties shared experiences and good practices relating to the implementation and operation of the e-APP, including both e-Apostilles and e-Registers. Discussions highlighted the growing importance of the e-APP in modernising and streamlining the issuance and verification of Apostilles, while improving efficiency, accessibility, and security in cross-border authentication processes.

Participants also emphasised the importance of continued training, communication, and cooperation, as well as the need to future-proof e-APP implementation in an evolving technological environment.

The Forum adopted a strong set of Conclusions & Recommendations, which will be made available on the Apostille Section of the HCCH website in due course, together with selected presentations delivered during the Forum.
