Publication of the HCCH 2023 Annual Report

The Permanent Bureau is pleased to announce the publication of the HCCH 2023 Annual Report.

Throughout the past year, the HCCH continued to advance its legislative work and to promote the effective operation of its Conventions, successfully convening the meetings of one Experts’ Group, four Working Groups, and one Special Commission, the latter tasked with reviewing the practical operation of the 1980 Child Abduction and 1996 Child Protection Conventions.

Other notable highlights included the entry into force of the 2019 Judgments Convention, the celebration of the 130th anniversary of the HCCH, the launch of the exploratory study on Central Bank Digital Currencies (CBDCs), as well as the organisation of HCCH Asia Pacific Week 2023 (in Hong Kong SAR, China), CODIFI Edition 2023 – CBDCs (online), a Conference on the 2019 Judgments Convention (in Bonn, Germany), and many other events.

In parallel with these and other developments, in 2023 the HCCH network continued to expand, as it witnessed 20 new signatures, accessions, or ratifications of HCCH Conventions and instruments, which continued to attract international interest.

Presenting the Annual Report at the opening session of the 2024 Council on General Affairs and Policy, Secretary General Christophe Bernasconi thanked the HCCH Members and Contracting Parties for their support and contributions to the successes of the past year.
