Indonesia applies to become a Member of the HCCH
Today, 4 December 2025, the Republic of Indonesia applied to become a Member of the HCCH. At the ceremony, held at the Ministry of Foreign Affairs of the Netherlands, depositary of the HCCH Conventions, H.E. Mr L. Amrih Jinangkung, Director General of Legal Affairs and International Treaties at the Ministry of Foreign Affairs of Indonesia, presented Indonesia’s official request for Membership to Mr Jules van Eijndhoven, Head of the Treaties Division of the depositary. Mr van Eijndhoven then handed over the official communication from the Government of the Netherlands, proposing Indonesia as a new Member of the HCCH, to Dr Christophe Bernasconi, Secretary General of the HCCH.

- On behalf of Indonesia: Ms Mariska Dwianti Dhanutirto (Deputy Chief of Mission at the Embassy of Indonesia), Mr Ernesto Simanungkalit (Deputy Director for Trade and Investment Treaties at the Ministry of Foreign Affairs), Mr Haryo Budi Nugroho (Minister Counsellor at the Embassy of Indonesia), Mr Andrea Albert Stefanus (Counsellor at the Embassy of Indonesia), and Ms Maulida Fitri Purliayu (Third Secretary at the Embassy of Indonesia);
- On behalf of the HCCH: Dr Louwrens Kiestra (Legal Attaché to the Secretary General);
- On behalf of the depositary: Ms Gerrie Willems (Deputy Director of the Asia and Oceania Department), Mr Rieks Boekholt (Senior Legal Officer at the Treaties Division), and Ms Puck Brantjes (Country Officer at the Asia and Oceania Department).
On the same day, the Secretary General of the HCCH opened the six-month voting period during which all current Members of the HCCH may cast their vote on the proposal. Following this voting period, and provided a majority of votes are cast in favour, Indonesia will be invited to become a Member by depositing an instrument of acceptance of the Statute of the HCCH.
Indonesia’s application for Membership of the HCCH was part of a unique ceremony during which Indonesia also acceded to the 1907 Convention for the Pacific Settlement of International Disputes, thus becoming a Member of the Permanent Court of Arbitration (PCA). The ceremony was also attended by H.E. Dr Marcin Czepelak, Secretary-General of the PCA.
