Authority

The document to certify an adoption "by the competent authority of the State of the adoption" in Article 23 of the Convention shall be provided by the Civil Affairs Department (i.e. adoption registration organ) of the People's Government in provinces, autonomous regions or municipalities directly under the Central Government where the residence of the adoptee is located in the form of Adoption Registration Decree.
