Paraguay accedes to the Service and Evidence Conventions
Today, 23 June 2023, the Republic of Paraguay deposited its instrument of accession to the Convention of 15 November 1965 on the Service Abroad of Judicial and Extrajudicial Documents in Civil or Commercial Matters (1965 Service Convention) and the Convention of 18 March 1970 on the Taking of Evidence Abroad in Civil or Commercial Matters (1970 Evidence Convention).
With the accession of Paraguay, the 1965 Service Convention now has 82 Contracting Parties. It will enter into force for Paraguay on 1 January 2024 subject to the Article 28 procedure. More information on this Convention is available on the Service Section of the HCCH website.
As for the 1970 Evidence Convention, with the accession of Paraguay it now has 66 Contracting Parties. It will enter into force for Paraguay on 22 August 2023. More information on this Convention is available on the Evidence Section of the HCCH website.
At the ceremony, which was held at the Ministry of Foreign Affairs of the Netherlands, depositary of the HCCH Conventions, Paraguay was represented by Mr Federico Bartolozzi, Minister, Mission of Paraguay to the European Union, Embassy of Paraguay to the Kingdom of Belgium, the Kingdom of the Netherlands and the Grand Duchy of Luxembourg. The depositary was represented by Mr Jules van Eijndhoven, Head of the Treaties Division, Mr Rieks Boekholt, Acting Deputy Head of the Treaties Division, and Esther Tessemaker, Coordinating Policy Officer at the Western Hemisphere Department, while the Permanent Bureau of the HCCH was represented by Dr Christophe Bernasconi, Secretary General, and Ms Melissa Ford, Secretary of the Transnational Litigation and Apostille Division.
Paraguay has been a Member of the HCCH since 2005 and is now a Contracting Party to six HCCH Conventions.
