Fifth Meeting of the Working Group on the Financial Aspects of Intercountry Adoption
On 23 April 2026, the fifth meeting of the Working Group (WG) on the Financial Aspects of Intercountry Adoption was held online, hosted by the Permanent Bureau (PB). The meeting had over 30 registered delegates and other experts, representing 16 HCCH Members, three non-Member Contracting Parties, and three Observers, in addition to Members of the PB.
Pursuant to its mandate, the WG finalised its work on the draft Note on the Financial Aspects of Intercountry Adoption, a draft Roadmap of Cooperation Between States to Transition to No Contributions, Donations and Cooperation Projects in the Context of Adoption, the draft Tables on the Financial Aspects of Intercountry Adoption, and a draft Repository of Studies and Other Sources on the Financial Aspects of Intercountry Adoption. The WG also continued its work on draft Fact Sheet No 3 of the Toolkit for Preventing and Addressing Illicit Practices in Intercountry Adoption, which it aims to finalise in the coming month. If necessary, a final meeting of the WG will take place in May 2026.
As mandated by CGAP, the draft tools will be circulated to HCCH Members and Contracting Parties to the 1993 Adoption Convention for comments in due course.
