In March 2023, the Council on General Affairs and Policy (CGAP) of the HCCH endorsed the holding, both in States of origin and receiving States, of State-led virtual workshops on post-adoption services. Following this meeting, a Steering Committee for the organisation of virtual workshops on post-adoption services (Steering Committee) was established. The first virtual workshop was held in 2023, co-organised by Canada and Colombia. The second virtual workshop was held in 2024, co-organised by Australia and New Zealand.

On 10 December 2025, the third Post Adoption Services Workshop (Workshop) was held online, hosted by the Central Authority of Canada under the 1993 Adoption Convention with the support of the Permanent Bureau (PB) of the HCCH. The event had over 120 participants from over 35 Contracting Parties to the 1993 Adoption Convention, representing both States of origin and receiving States, in addition to members of the PB of the HCCH.  

During the Workshop, Central Authorities from both receiving States and States of origin shared best practices on the subject of adoption breakdowns.

The Steering Committee will present a report to CGAP on the progress of this work in March 2026.
