The Republic of Kazakhstan becomes the 83rd Member of the Hague Conference

The Permanent Bureau is pleased to announce that today, Wednesday 14 June 2017, the Ambassador of the Republic of Kazakhstan, His Excellency Mr Magzhan Ilyassov, deposited the Republic of Kazakhstan’s instrument of acceptance of the Statute of the Hague Conference. During the ceremony, which took place at the Ministry of Foreign Affairs of the Netherlands, Secretary General Christophe Bernasconi welcomed the Republic of Kazakhstan as the 83rd Member (82nd Member State) of the Hague Conference, and emphasised the importance of this development not only for the Organisation’s presence and visibility in Central Asia but also for its pursuit towards universality. The Embassy of Kazakhstan was also represented by Mr Yerbol Nurmakhan, Counsellor. The Ministry of Foreign Affairs of the Netherlands was represented by Mr Jules van Eijndhoven, Deputy Head of the Treaties Division, Mr Mark Groen, Senior Legal Officer, Treaties Division. Mr Thomas John, Attaché to the Secretary General accompanied the Secretary General.

The Republic of Kazakhstan is already a party to eight Hague Conventions and a Protocol:

  • Convention of 1 March 1954 on civil procedure;
  • Convention of 5 October 1961 Abolishing the Requirement of Legalisation for Foreign Public Documents;
  • Convention of 15 November 1965 on the Service Abroad of Judicial and Extrajudicial Documents in Civil or Commercial Matters;
  • Convention of 18 March 1970 on the Taking of Evidence Abroad in Civil or Commercial Matters;
  • Convention of 25 October 1980 on the Civil Aspects of International Child Abduction;
  • Convention of 25 October 1980 on International Access to Justice;
  • Convention of 29 May 1993 on Protection of Children and Co-operation in Respect of Intercountry Adoption;
  • Convention of 23 November 2007 on the International Recovery of Child Support and Other Forms of Family Maintenance;
  • Protocol of 23 November 2007 on the Law Applicable to Maintenance Obligations.

The Permanent Bureau looks forward to assisting the authorities of the Republic of Kazakhstan in the assessment of further relevant Hague Conventions and to welcoming the Republic of Kazakhstan at future meetings of the Hague Conference.
