Qatar becomes 95th Member of the HCCH and 160th Connected Party
Today, 17 September 2026, the State of Qatar deposited its instrument of acceptance of the Statute of the HCCH, thus becoming its 95th Member.
At the ceremony, held at the Ministry of Foreign Affairs of the Netherlands, depositary of the HCCH Statute and Conventions, Qatar was represented by H.E. Dr Mutlaq bin Majed Al-Qahtani, Ambassador of the State of Qatar to the Kingdom of the Netherlands, as well as by other officials from the Embassy of the State of Qatar: Mr Sultan Mohammed Al-Suwaid (Second Secretary), Mr Jaber Ahmed Al-Kuwari (Third Secretary) and Mr Tuana Jemil (Researcher of Government Affairs and Organizations).
The depositary was represented by Mr Jules Van Eijndhoven, Head of the Treaties Division, and Mr Rieks Boekholt, Senior Legal Officer at the Treaties Division. The Permanent Bureau of the HCCH was represented by Dr Christophe Bernasconi, Secretary General of the HCCH, his Legal Attaché, Dr Louwrens Kiestra, and his Personal Assistant, Ms Sophie Pineau.
Qatar’s membership is its first formal connection with the HCCH, bringing the total number of States and Parties connected to the HCCH to 160.
The Permanent Bureau is pleased to welcome Qatar as a new HCCH Member and looks forward to supporting its authorities in ensuring Qatar’s active participation in the work of the Organisation.
