El Salvador accedes to the 1965 Service Convention and the Dominican Republic accedes to the 1965 Service and 2007 Child Support Conventions
Today, 21 March 2024, the Republic of El Salvador deposited its instrument of accession to the Convention of 15 November 1965 on the Service Abroad of Judicial and Extrajudicial Documents in Civil or Commercial Matters (1965 Service Convention) and the Dominican Republic deposited its instruments of accession to the 1965 Service Convention and the Convention of 23 November 2007 on the International Recovery of Child Support and Other Forms of Family Maintenance (2007 Child Support Convention).
With the accession of El Salvador and the Dominican Republic, the 1965 Service Convention now has 84 Contracting Parties. It will enter into force for El Salvador and the Dominican Republic on 1 October 2024, subject to the Article 28 procedure. With the accession of the Dominican Republic, 50 States and the European Union are bound by the 2007 Child Support Convention. It will enter into force for the Dominican Republic on 23 March 2025. More information on this Convention is available on the Child Support Section of the HCCH website.
At the ceremony, which was held at the Ministry of Foreign Affairs of the Netherlands, depositary of the HCCH Conventions, El Salvador was represented by Ms Adriana María Mira de Pereira, Deputy Minister of Foreign Affairs, Mr Miguel Armando Paniagua Meléndez, Minister Counsellor and Chargé d'Affaires a.i. at the Embassy of El Salvador to the Netherlands, and Mr Daniel Starr Tenorio, Counsellor at the Embassy of El Salvador to the Netherlands. The Dominican Republic was represented by Ms Tigidis Cubilete, First Secretary at the Embassy of the Dominican Republic to the Netherlands. The depositary was represented by Mr Rieks Boekholt, Acting Head of the Treaties Division, and Ms Romy Zaat, Secretary at the Legal Affairs Department, while the Permanent Bureau of the HCCH was represented by Dr Christophe Bernasconi, Secretary General, Ms Melissa Ford, Secretary of the Transnational Litigation and Apostille Division, and Mr Jean-Marc Pellet, iSupport Coordinator.
El Salvador has been a Member of the HCCH since 2022 and is now a Contracting Party to five HCCH Conventions. The Dominican Republic has been a Member of the HCCH since 2020 and is now a Contracting Party to six HCCH Conventions.
