Armenia - Central Authority

Notification of the Republic of Armenia on Central and other authorities prescribed by the Convention on Protection of Children and Co-operation in respect of Intercountry Adoption

According to the RA Law on Acts of Civil Status in the Republic of Armenia the authorities of civil status acts' registry (CSAR) have right to give certificates prescribed by the Convention on Protection of Children and Co-operation in respect of Intercountry Adoption.

The functions of the above-mentioned authorities are the following:
- to make state registration of birth, death, marriage, divorce, paternity, adoption and change of name; as well as
- to make amendments, supplements and corrections in the mentioned registrations;
- to make void those registrations;
- to reinstate the lost registrations;
- to manage and keep the registers of civil status acts;
- to provide certificates' copies and documents affirming the state registration of civil status acts.

In accordance with Article 6 of the Convention, the Central Authority of the Republic of Armenia shall be:

Brazil - competent authority (Art. 23)

Pursuant to Article 23, paragraph 2, of the Convention, Brazil declares that the authorities listed in the link shall be competent by virtue of the provisions of Article 23, first paragraph, to certify adoptions as having been made in accordance with the Convention.

L’Agence Française de l’Adoption (AFA)

L’Agence Française de l’Adoption, personne morale de droit public (Groupement d’Intérêt Public), placée sous la tutelle de l’Etat, a été créée par la loi n 2005-744 du 4 juillet 2005 et inaugurée le 18 mai 2006. Elle a reçu une mission générale d’information, de conseil et d’orientation des candidats à l’adoption internationale pour l’ensemble des pays. Elle est également habilitée par la loi précitée à servir d’intermédiaire pour l’adoption des enfants étrangers mineurs de 15 ans dans tous les pays Parties à la Convention de La Haye du 29 mai 1993 et a vocation à le devenir dans tous les autres pays d’origine des enfants adoptés, après habilitation du ministère des affaires étrangères et accréditation des autorités de ces pays, sans préjudice des organismes agréés pour l’adoption privés habilités à cet effet.

Les Opérateurs Agréés pour l’Adoption (OAA)

Les 27 Organismes Autorisés pour l’Adoption (OAA) sont des personnes morales de droit privé qui exercent une activité d’intermédiaire pour l’adoption ou le placement en vue d’adoption de mineurs de quinze ans.

Les OAA doivent être autorisés par les Conseils généraux des Départements dans lesquels ils souhaitent intervenir. En outre, ils doivent être habilités par l’autorité centrale (MAI) pour le pays dans lequel ils veulent prendre en charge le dossier des adoptants et accrédités par les autorités du pays d’origine.

Ils exercent les activités suivantes : aide à la préparation du projet d’adoption et conseils pour la constitution du dossier; information sur les aspects techniques et juridiques de la procédure d’adoption ; détermination, en relation avec les autorités compétentes du pays d’origine, les modalités de choix d’une famille adoptive ; acheminement des dossiers des candidats à l’adoption vers des personnes ou institutions compétentes pour prononcer l’adoption; suivi de la procédure prévue conformément au droit en vigueur; accompagnement de la famille après l’arrivée de l’enfant.

Pursuant to Article 23, Paragraph 2 of the Convention, Ireland hereby notifies the following as the authority competent to certify adoptions as having been made in accordance with the Convention:

The functions of the Authority with respect to intercountry adoption are as set out in Section 96 of the Adoption Act 2010 as follows:
96.— (1) Without prejudice to the functions assigned to the Authority under this Act or any other enactment, the functions of the Authority include the following:

(a) on and after the establishment day, performing the functions in relation to adoptions that before that day were performed by An Bord Uchtála;
(b) as specified in section 66 , performing in the State the role of a Central Authority under the Hague Convention;
(c) at the request of the Minister [currently the Minister for Children, Equality, Disability, Integration and Youth], providing general advice to him or her about adoption matters;
(d) undertaking or assisting in research projects and activities relating to adoption services;
(e) compiling statistical information and other records as to the proper planning, development and provision of those adoption services;
(f) maintaining the register of accredited bodies;
(g) maintaining the register of intercountry adoptions;
(h) maintaining the register of gender recognition of intercountry adoptions and the index referred to in section 91A(3).

(2) The Authority has all the powers as are necessary or expedient for the performance by it of its functions.

(3) The Authority may make such enquiries as it considers necessary for the performance of its functions.

(4) The Authority shall endeavour to ensure that its adoption enquiries under this Act and adoption hearings before the Authority are conducted in a non-adversarial manner.

Norway - public authorities (Art. 22.1)

Subordinate to the Directorate, there are five regional offices, to which some procedural functions have been delegated in accordance with paragraph 1 of Article 22. In most cases, applications for adoption shall be made to the competent regional office, which is authorised to grant advance approval for the adoption of a child resident in another state. The Directorate is the appellate instance. If, in an exceptional case, an adoption is to be arranged without the services of an accredited adoption agency, the Regional Office for Children, Youth and Family Affairs, Eastern Norway will grant the advance approval in the first instance. The Directorate is then the appellate instance. The regional offices and their addresses are:
