Following preparatory work by the Permanent Bureau, and pursuant to the mandate issued by the Council on General Affairs and Policy, a Working Group was established in March 2021 to finalise the development of the draft Practical Handbook. The European Commission (DG Justice) generously provided translations into the official languages of the European Union, with the exception of English, French and Spanish, which had already been produced by the HCCH. The Practical Handbook also already existed in Russian; thus this publication is now available in 24 languages.
