The establishment of the Regional Office for Africa was approved by the Council on General Affairs and Policy (CGAP) of the HCCH during its March 2025 meeting, following a proposal submitted by the Government of Morocco. The Agreement was signed by H.E. Mr Nasser Bourita, Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates, and Dr Christophe Bernasconi, Secretary General of the HCCH.
